The Safari redesign has gone through several changes throughout the recent beta releases on all platforms (and especially on iOS and iPadOS). (It has done that with some prior releases when macOS came after iOS, too.) Nonetheless, Apple appears to have decided to push the Safari update separately to keep the experience consistent across platforms in the meantime.
